There is a developer who has re-branded a similar app as an "update" to his app. In addition, he has required users of his "app" to make an in-app purchase before requesting support. Is the following still the correct address to report this crook: appstorenotices@apple.com

It used to be that anyone could report such a violation but that link seems to limit it to the developer whose app has been just copied and renamed. Looks like Apple no longer cares about such violations. Too bad.
