No longer receiving sound notifications from Mail App

This issue started right after I installed the IOS 13.3 update to my XS Max. I noticed that I would receive alerts from the mail app but the designated sound alert would not play when I'd get a new email. The only way I can tell that I have a new message is by constantly checking my lock screen to see if a new notification suddenly appeared. I am able to receive sound notifications from all of my other apps except for Mail which leads me to believe that this is a software issue. I went to the Genius Bar and they were not able to help except to suggest a factory reset. I did factory reset my phone, but it did not solve the issue. For some reason, the mail notifications refuse to play sound alerts.

I've already tried the following troubleshooting methods:

  1. Toggled the ringer button
  2. Disabled "Do Not Disturb"
  3. Enabled all notifications for the mail app (lock screen, notification center, banner, sounds, and badges
  4. Set a message tone under "sound and haptics" settings.
  5. Double checked each mail account to ensure all notifications are enabled
  6. Deleted the mail app and reinstalled
  7. Deleted all email accounts then re-registered.
  8. Reset all Settings then re-enabled them
  9. Factory Restored iPhone (not from a back-up)

The only thing I can think of is that there is a major issue with the iOS 13. Apple please develop iOS 13.4 asap to fix this.

Have you enabled "Deliver Quietly"

Manage notifications

To manage your notifications from the Lock screen or Notification Center:

  1. Swipe left over an alert or group of alerts.
    • Tap Manage, then select from these options: Deliver Quietly: These notifications appear in the Notification Center, but don't show up on the Lock screen, play sounds, or show a banner or badge icon.
    • Turn Off: This turns off all notifications for a specific app. To turn this back on, go to Settings > Notifications, select the app, and tap Allow Notifications.

You can also tap Settings to change your alert styles or alert settings for a specific app.
