iCloud locked second hand phone 🙄

hey, need some advice stuck, bought a iPhone X 258gb mint on the outside from eBay, said it’s not iCloud locked, I done a check on vin, came back clean, so I bought the phone, it came and it’s iCloud locked, the person has closed his account no way of contacting and getting details on previous owner,, and no money 🙄🙄😞
