Technically, the email address doesn't have to be active. However, if something goes wrong and, for example, you forget your password, having an inactive email will cause all sorts of trouble.
Change the email to an active email account. Do NOT create a new Apple ID.

Thanks so I added the correct email address to my contact information under that Apple Id and also added a cell # to the contact information. So if i understand correctly- the apple id is just like a user name- i don't have to change the ID to an active email address?

No, you didn't understand correctly. You should change the ID to an active email address. That's what I provided instructions for. Leaving it as an inactive email address could, somewhere down the road, cause problems.
