Locked out of Apple ID

I am writing on behalf of my sister as she has been locked out of her Apple ID account and she has no way of contacting Apple herself. She is beside me and we have all of her information to verify the account. We need help getting back in as there’s two numbers connected in Ireland and Georgia and it keeps logging her out as my cousin uses her old phone

 Apple ID disabled - Your account has been disabled in the App Store and iTunes


If necessary, contact iTunes Support. Either use the form or scroll to the bottom of the page in the 2nd link. Follow through the screens to get a chat or telephone option.
