Late Apple Mac Pro 2013
I have a late Mac pro 2013 and I want to install sierra on it, is it possible?

I should have mentioned Mojave is installed, I have a sierra restore dvd but the reason I'm asking is I want to install a larger SSD and everyone I look at says I need to have at least, High Sierra or Mojave for the SSD to work. I don't understand.

IF you are swapping in an NVMe SSD then yes you must use High Sierra or higher BUT you should install High sierra before swapping in that NVMe SSD to get the proper firmware update AND if you are swapping in the NVMe then you'll also need a Sintech adaptor, cost about $18.00 from amazon.
Your original description I think is not detailed enough and I'm just guessing here at your issue.
