spinning wheel 4G symbol
Why there is a spinning wheel beside the 4G symbol? It only appears on the home screen and when I open an app it disappears. It is an iPhone 8 with the iOS 13.3

When you see a spinning circle icon in your status bar, it means there is network activity occurring between your iPhone and the network its connected to: Status icons and symbols on your iPhone - Apple Support. You would want to monitor to see if there is any relation to this spinning circle, and the actions you are taking on your iPhone, such as using any internet-related app/task. You may also want to consider monitoring your data usage to see if you can pin point this spinning circle in relation to a specific app itself: Check the cellular data usage on your iPhone and iPad - Apple Support.
It's a good idea to also check if you have enabled Background App Refresh. This is discussed within this article: Switch apps on your iPhone, iPad, or iPod touch - Apple Support. If there are any apps refreshing in the background (not being used), this can cause the spinning circle to appear in your status bar as well.
If you are unable to identify the cause, I would suggest restarting your iPhone: Restart your iPhone - Apple Support, and making sure your iOS is up to date: Update your iPhone, iPad, or iPod touch - Apple Support.
