Why can't we update older iPads to IOS 11?

My iPad model is MD515LL/A and it would seem I can't get IOS version 11 or higher. I have two apps that now require that version to function. One is for my bank to the other is required for my job. What is the resolution to this issue?

The primary reason is that iOS 11 formally moved iOS to 64-bit applications only. Older hardware has one or more 64-bit incompatibilities either in the cpu being 32-bit only, the gpu-being 32-bit only or both. Also, since iOS 11, many app developers have implement advances to their apps to make use of the updated 64-bit capabilities where older devices do not have the memory to run the current app versions.
