Syncing your library is stuck

Hi there, I had some issues with my iPhone XS where over 50% of my 256gb storage was being used up by ‘other’. I backed up everything on my phone to my Mac , erased it all, restored my phone with my Mac and got my space back. All good until I opened Music. It sits on “Syncing your library” and does nothing. I left it over night to do its thing and still nothing happening. I saw another thread where they said to download the IPSW and reinstall the iOS that way. Followed the very straight forward process and still nothing. Please help me. This is driving me nuts.
