Video analysis: Bit rate=13Mbps and Max bit rate=768kbps! What's going on?

Sometimes when I export a video from FCP X I check its properties see how well the export has gone.

For a while I have been puzzled by an apparent discrepancy I get when using VideoSpec

If you look at the bit rate section boxed in red you will see that the normal (average) bit rate is 13.0Mbps whilst the Maximum bit rate is only 768kbps.

How can a "maximum" figure be smaller than an average?

This happens all the time and as VideoSpec has been around for years, I don't think it is a fault in the software.

Can anyone explain this apparent anomaly?

I contacted Jerome Martinez of MediaInfo and received this reply . . .

This strange behaviour appears on MediaInfo and a similar app, VideoSpec

VideoSpec uses MediaInfo library, so normal.

Whenever I use a standard definition PAL video or 1080p or HDV or 4K the Maximum bit rate is always quoted as 768Kbps which seems very strange when the Average bit rate can be 13Mbps or more.

Max bit rate usually comes from a bitstream metadata, as a hint. Maybe the metadata is wrong / buggy.

I suspect that the "768Kbps" phenomenon is something peculiar to videos made on Macs as several other videos made on Windows machines don't appear to display it. Maybe the Mac video metadata has some peculiarity about it?

Thanks Luis for the 768Kbps confirmation. It has never worried me but it has always puzzled me.

I sometimes see patterns in numbers and 768 is very significant to me . . . it's the number of pixels in a PAL Standard Definition frame ((768 x 576). Cameras shoot 720 x 576 but the pixels are slightly elongated and display as 768.

There may be no connection between the two "768" numbers but it's a mighty big coincidence!

Interesting.

I don't have VideoSpec but I do have MediaInfo, so I opened a random movie file to see what it says.

Here is part of it:

Video

ID : 2

Format : AVC

Format/Info : Advanced Video Codec

Format profile : High@L4

Format settings : CABAC / 2 Ref Frames

Format settings, CABAC : Yes

Format settings, ReFrames : 2 frames

Format settings, GOP : M=2, N=12

Codec ID : avc1

Codec ID/Info : Advanced Video Coding

Duration : 24s 120ms

Bit rate mode : Variable

Bit rate : 5 627 Kbps

Maximum bit rate : 768 Kbps

Width : 1 920 pixels

Height : 1 080 pixels

Display aspect ratio : 16:9

So, the same 768Kbps appears. It seems that any variable bit rate movie in H264 shows the same "Maximum Bit Rate".

On the other hand, HEVC and ProRes movies do not show this field at all. I think it is pretty safe to just ignore this value as meaningless.
