Blocking emails Catalina

So Apple restored the ability to block the thousands of spam/phishing emails that come to my email box every month, but even when I block them, apply rules, and report to reportphishing@apple.com, every single day, more arrive from the same email address. What I want to know is what use it is to block an email address when it really is not blocked and those emails still clog up my inbox. I know others have probably had this issue, too. Why isn't Apple blocking these emails at the server level????? What good do rules do when I still have to apply the rules manually every single day, multiple times a day. I am ready to give up on MacMail because of this ongoing (years) issue. I know it is not hard to block at the server level. If I knew how to write scripts, I would write one to bounce the emails back to their origin and blow up the phishers' servers with the same junk they send out to us.
