If you have the 13" non-Retina model, then perhaps the hard drive cable is defective. Try removing the hard drive and connecting it externally to see if you can access or even boot the drive.

Some 3rd-dev programs like iBoysoft/3M/EaseUS can read files from this disk, but it isn't free.
While they may be able to read an APFS volume, can they read from a damaged file system or an unmounted file system? If you've tried the demo/trial versions of this software on the damaged file system and you've verified one of these apps can see your files, then this seems to be the way to go. But do NOT purchase the software unless you have proven it can see your files first.
If you can mount the file system in Recovery Mode, then you would be better off using the Terminal command line to copy your files to an external drive or better yet put this computer in Target Disk Mode so you can use the Finder on another Mac to more easily copy the files.

There are no third party utilities which can repair an APFS file system since Apple has not released the necessary documentation for the APFS file system.
You can use a professional data recovery service such as Drive Savers or Ontrack. Both vendors are recommended by Apple and both provide free estimates.
