How do I activate free Apple TV after purchasing new iPad in December 2019

If iPad was bought new from Apple or authorized reseller it would qualify. You would then setup that new device, go into the TV app, sign in. Scroll down to Apple TV channels and select Apple TV Plus icon. It would then present you with the offer for 12 months free. Previous subscribers would not qualify.
