iPAD7 stuck on "setting up Apple ID" for 1 hour

I got a new iPAD7; during setup, it offered to sync from my iPhone which I accepted; then it asked for Apple ID and i reset the password as I could not access my current one; after that, it has been stuck on the same screen with the message "setting up Apple ID" for more than an hour. How do I get out of this?

Some people have had to let it run overnight to finish the setup. The other option is to restart both devices and try again. That will start the process at the beginning.
