Photos Never Completes Update after Catalina

I am unable to use Photos after upgrading to Catalina.

  • iMac with standard install location
  • I've performed a repair several times
  • I've restarted several times
  • It never gets passed 4% complete, lately getting stuck (we are talking DAYS) on 1%

This is lame.

iMac with standard install location

Does this mean your Photos Library is in the Pictures folder on your system drive?

Then you may want to check, if Photos can run at all. Create a new, empty Photos Library by launching Photos with the options key ⌥ held down. In the library chooser dialog select to create new library. test a bit with this new library by importing a few photos. Then quit Photos again and try again to open your main library by double clicking it. Can Photos now open your main library, after you switched to a different library?

Does Photos open at all on a different new library?
