Can I create a new Apple ID without two-factor authentication?

Perhaps, but it’s impossible to imagine a situation where that would be desirable if you have at least one Apple device with a reasonably current operating system.

Further, of course, creating a new Apple ID means you’re creating a new identity. All the former Apple ID’s property (e.g., songs, apps, books) belong to the old ID.
