eBay app will not download from app store

I have an iPhone X running IOS 13.3 and it tells me my software is up to date (19 Jan 2020).

Two weeks ago the eBay app would not open on my phone so I deleted it and downloaded it again. It worked fine until two days ago when it again would not open. I restarted my phone, no success. So I deleted the app again and now it will not download from the App Store!
