Whatever it is you want to do, trying to connect both iPhone and iPad together, under Bluetooth, is NOT possible.
iOS devices cannot be Bluetooth paired to each other for various privacy and security reasons.

There is no supported Bluetooth protocol to connect iDevices to each other.
What are you hoping to accomplish?
I used to get messages and FaceTime, phone all etc. on my iPhone and iPad till I just bought a new iPhone and now that is not happening. What am I doing wrong?

What you are doing wrong, is trying to pair them over bluetooth.
For the calls facetime and message connection you don’t need to pair them
Follow the steps in the support documents below to set up the calls and message again. For FaceTime, all you need is for both devices to be using the same Apple iD for Facetime
and here:
Make and receive calls on your Mac, iPad, or iPod touch - Apple Support
and go to Settings->FaceTime->Apple ID, on both devices, and make sure they are using the same one.
