You either erase the device using Find My iPhone or you force the phone into recovery mode and restore iOS using iTunes.


Then you set it up as a new device. Do NOT restore your backup. The restriction settings are contained in the backup. If you restore from a backup made after the restrictions were enabled, you'll end up right back where you started.
