Contact iTunes Support. Either use the form or scroll to the bottom of the page in the 2nd link. Follow through the screens to get a chat or telephone option.

How do enable Apple store and iTunes so that I can update my applications....am in Tanzania (East of Africa) where there is no number to call for support center as opposed to other countries. I would really appreciate if someone can give me guidance to solve this problem.....thank you in advance 😊
