If I remember the USA terms from Asurion, they will cover loss or theft when traveling, but you have to make the claim with them in the USA. Asurion will want a paper police report to prove you reported the theft to local authorities when it occurred. Because they are only licensed to sell insurance in the USA, it does usually mean you will not be able to get your replacement until back in the USA. With an EU insurer, maybe you don’t have to wait until you get home to get a replacement if they also insure in other EU countries?
I looked and for some reason there's different terms depending on the state of purchase. I don't quite get it, as Apple links to terms hosted by the Assurant, Inc. website, but the terms that can be downloaded say the insurance is provided by the American Security Insurance Company, which apparently is a division of Assurant, Inc.

Some of the terms look like a weird cut and paste of standard Apple terms. I mean - what does it mean that a lost or stolen device becomes their property? Strangely enough, it says nothing about having to report a theft or loss to anyone other than the plan administrator (sounds like Apple).
3.5 Lost and Stolen Coverage
We will, subject to payment of the applicable deductible, replace a Covered Device that is lost or stolen (coverage for “Lost” and “Stolen” devices, respectively). You must submit a valid claim by notifying us that (i) your Covered Device disappeared without your knowledge, or, (ii) was taken unlawfully without your consent. We will replace the Covered Device with a replacement product that is new or equivalent to new in performance and reliability (each occurrence, either Lost or Stolen, is individually, a “Service Event”).
For your claim to be eligible for coverage, you must have Find my iPhone switched on prior to the device being lost or stolen.
The original product becomes our property and the replacement product is your property, with coverage effective for the remaining period of the Plan Term. As part of the claim process, you may be asked to access your iCloud account to place your device in Lost Mode, erase your device and/or otherwise disable your device.
However, I'm not sure what applies in Germany.
