"Apple Media Services Terms and Conditions Have Changed"

I have a new iPhone 11. When I'm not even on the App Store, a pop-up with this message will come up. Yet, I have no issue downloading apps. Why does the message come up randomly, and how do I fix it?

Cannot accept Apple Media Services Terms and Conditions Hey y’all, ever since iOS 16 I’ve had the problem on my iPad Pro (3rd generation) that I can’t update apps by apple without accepting the terms of conditions. Here the problem: when I press accept it just pops up again in an endless cycle. I tried resetting, logging out etc. It’s a nuisance really because I can’t use a bunch of apple apps now.
