Adding Fund To Apple ID

I tried to add a payment method To my Apple ID, Master card, First Bank of Nigeria but is being declined. Why and what do I do?

iPhone 7 Plus, iOS 13

Apple ID payment information - If your payment method is declined, or you have a billing issue with a previous purchase in the iTunes Store

If necessary, contact iTunes Support. Either use the form or scroll to the bottom of the page in the 2nd link. Follow through the screens to get a chat or telephone option.

Are you using the Nigeria App Store/iTunes? Try iTunes Support using the links I posted above.

i have tried all you advice but is still being decline, mind you I use this same Card to shop and pay online.

pls I need this to work what do I do next?
