eSim can't activate

Hello. I buy eSIM in Ukraine https://shop.lifecell.ua/en/product/starter-package-lifecell-esim/197/384/

But have problem to activate it.

"Your device can only use data plans from different network provider"

I have unlocked iphone, because can use any physical sim card. I try two of them and all works.

But eSim with with error.

What to do?

Can eSim be locked? How to unlock esim?
