in Photos "years category," can I choose the picture for that year?
I want to choose the picture used for each year, it seems to be random

No, it is not possible to chose the key photos for the years, months, and days. when I do not like a key photo chosen by Photos, I hide this photo temporarily. Then Photos is forced to pick a different key photo. When the key photo has been changed, I unhide the original key photo.
