Apple Watch won't pair or update

I have a series 4 apple watch and recently got the iPhone 11. I erased all the content on my apple watch because it was connected to my old phone. I did a reset and tried pairing it to my new phone. It will make me update it to watchOS 6.1 and then sends an error message so it won't let me update or will let me skip that step and just pair but I get stuck on the "connecting your Apple Watch" page for hours. I made sure I was connected by Bluetooth as well as WiFi and nothing is working. I tried resetting both my phone and apple watch multiple times and restarting and still does the same thing. My watch is stuck in pairing mode so I am not allowed to do anything besides restart or turn it off and on.
