Rearranging apps in doc and accidentally creating folders

I keep accidentally creating folders when I'm trying to rearrange the order of apps in my dock. The system seems overly sensitive where I just barely get near another app and BOOM....it creates a folder that I don't want. All I want to do is easily re-order the apps in my dock. I wish I could entirely disable the folder-creating thing while I do this. Help!!! :)
