Can I merge an old Apple ID with an updated new Apple ID -
per request of Apple because my old ID will be deactivated based on my email address with a certain company
However, I have some data and $$balance on my old account and since have created a new account -
Is there a way to merge these 2 accounts?
No, you cannot merge Apple IDs.
Apple IDs are never deactivated unless you personally request that.
If the associated email address is being cancelled or otherwise becomes unavailable, you can update the Apple ID to a new functional and accessible email address, but the Apple ID itself does not become deactivated or non functional regardless.
There is no requirement to create a brand new Apple ID.

After doing the above, since you have 2 IDs, you can try setting up Family Sharing between the IDs if you want to be able to share purchases made with the IDs.
