When I try to pay the App Store tells me “There may be a billing issue with your account”

I am trying to download an app that I have to pay for and I wanted to use my phone to pay for it. I do get the verification code and it tells me that my number is verified but when I try to pay the App Store tells me “There may be a billing issue with your account” and I don’t know what’s wrong.
