I know my username and password for my Apple ID but my phone is deactivated and someone else is using my old number ... whenever I try to sign in it does the verification code thing and sends the code to the person that now has my old number because of this I can’t get into my iCloud. How can I fix this problem?

When you are able to access your account, you need to remove the old number from your ID.
