My question is this - why does Apple continue to allow this app, which does work, to be available in the App Store? No indication of any kind - IT DOES NOT WORK.

I used to have the a Dolphin Browser on my devices but I deleted it a while back because it wasn’t working. Dolphin hasn’t updated the app for two years. That’s not Apple’s fault. Contact Dolphin if you want to see the app work in iOS 13.
Have you tried a simple hard reset of your iPad by holding down both the Home and sleep/wake buttons simultaneously until your iPad goes to black and restarts with Apple logo, then release the buttons?

I can’t speak for what the OP’s issue is with the browser, but it won’t even open for me anymore on my iPads running iOS 13.3. I ditched the app not long after updating to iOS 13 because no matter what I did, it would crash immediately after launching.

Dolphin Browser hasn't been updated in quite sometime.
So, that could be the crux of the problem, I suppose.
