The icloud is locked
This is my father icloud and my father is an old man and he dosen’t remember the email that he used when he did the i cloud and he dosen’t remember who did for him the icloud so what should I do for him

You need the credentials if apple id is created with secondary authentication account , the three answers for security questions , date of birth , rescue mail address and its password .
If it was set up with 2FA the trusted devices numbers must be in records .
It depends what credentials do you have to reset the password , further contact apple support what ever the product details are inquired , provide to them only https://support.apple.com/en-in/HT201232
