I just installed Catalina, after years of no issues with previous versions. However, the enable cookies function does not appear to work at all, and all my online banking bill pay sites are now rendered useless, as I keep getting messages that I am blocking cookies - which I am not!
Any suggestions here? I have followed the standard recommendations with safari/preferences/privacy etc and it does not work.

Few users have reported this issue and some had success with installing and using Safari Technology Preview browser.
Download Safari Technology Preview and install it.

Safari Technology Preview > Preferences > Privacy
UnCheck the boxes beside “Prevent cross-site tracking” and “Block all cookies”.
Safari > Preferences > Websites > Pop-ups
Choose “Allow” in the box next to website’s address.
Test.
