Retrieve Deleted Note
One of my notes have been deleted. How do I retrieve it? Also I do not see a file called “Recently Deleted”

If it wasn't retitled and is not in Recently Deleted, then it is gone.
Only slim chance of recovery would be if you had another device that shares iCloud synchronization with the iPhone AND the missing note was still present there AND you managed to disconnect from the network before it synced up and deleted it. Slim indeed.
