The ios on my iphone 4 is 7.1.2 and the youtube app as of jan 22nd 2020 is demanding an update for the app which is impossible as it wont update any further. The app itself is not letting me use it until the update is applied which i cannot do.
is this it for the youtube app on my iphone4 or can i do something to make the app disregard the update?

well i had a good run with youtube app on my iphone 4.
That is a decision made by Youtube. There isn't anything Apple can do if the app developer decides not to support the older iOS. Unfortunately, the iPhone 4 is over 10 years old, well past its expected life. It should be replaced if you need to use that app.
It's time to get a new phone. The iPhone 4 is obsolete and as you've discovered, developers have dropped support for iOS 7.
