iPad back up fail after adding additional iCloud capacity

My iPad back up to iCloud fails - it’s connected via WiFi, locked, and plugged into power. What’s the problem?

See this, If you can't back up to iCloud or restore from iCloud backup failed - Apple Support


Also, what happens if you attempt to create an iCloud backup now, by pressing on Back Up Now? Did you power cycle the iPhone after completing that purchase?
