If you are syncing the phone with iCloud, if you delete data from iCloud, it will delete from the phone.


If you don't need the data on the phone, delete it from the phone. If you want to keep it on the phone, you need to turn off iCloud syncing before deleting any data from iCloud.


iCloud.com on a device. Using Safari with iCloud.com in the URL, you can tap and hold the Refresh icon (semi-circular arrow) in the URL bar until "Request Desktop Site" appears and then tap that. The ability to do things is much less than when logged in using a computer.


The best way to delete the data is to go to iCloud.com using a computer browser.
