There is no + sign in Wallet App

Hi everyone,

I purchased an iPhone X from Turkey. But now I am living in Germany. I set up region/country as Germany. But I cannot add any card my apply wallet. Also, There is no + sign in Wallet App.

I want to ask that does Apple care about the country that is bought from or the country that I used the product?

I looked most of the document in the forum and internet. There are lots of people that suffer from this issue but I could not find any official explanation why it does not work.
