Podcasts using cell data

Hi I am wondering what does "Block Downloads Over Cellular" function do in Podcasts setting. I have it turned on, but it still burned up 3GB of data in my plan last month. Why does it still download using cell data? I thought it's wifi only.

Some podcasts play on cellular data, some do not on new iPhone 12 Pro. I just purchased a new iPhone 12 Pro, and I have been experiencing some weird stuff with my Apple podcast streaming: some of my podcasts will stream on cellular data, others will not. The podcasts that do not play on cellular data will immediately play when connected to WiFi. Anyone else having this problem? if so, what was the solution?
