When I say hey Siri to my phone nothing happens.

I bought the new iPhone 11 Pro Max was supposed to respond when you say hey Siri. It will only work when I press the side button. What am I doing wrong?

If you enabled "hey Siri" in Settings>Siri & Search... it should work.
