My account has been hacked

Did you get an email message informing you of a login access or a purchases from somewhere unexpected? If you did, did you then click on the embedded link, and log into the “Apple” portal? Because if that login happened, you probably just got hacked, not your Apple ID. You then handed your password to the scammers. Go change that Apple ID password right now.
