You can update using iTunes from a Windows computer. Download the current version from https://itunes.com

An iPhone 6s can run iOS 13.3.

An iPhone 6 on the other hand, can not run iOS 13.

What version of iOS are you currently running and what is the model number in Settings>General>About?
