It's a SIM Card Ejection Tool. You must have bought the Cellular version of the iPad mini which also features a SIM Card Slot, where you can insert a SIM card so you can get Mobile Data / Internet. You can use the Opener to open the SIM Card Slot.
That’s it! Thank you! Comes on a card with nooooooooo name or instruction on what is for! Would be easy to just type something on the white card? Some instructions on where the SIM card is!
