I have had the same issue as well. I have tried everything Apple recommended to troubleshoot (including full factory reset of the phone, cycling network services, airplane mode, etc...). Nothing resolved the issue. They ran hardware diagnostics at the Apple store and found no issues. So, I've been stuck with useless GPS on my brand new phone. However, over the past couple of weeks, I discovered something interesting - when I turn OFF WiFi, my GPS accuracy improves. This is completely counter intuitive, but it seems to work for some reason. Although this is definitely not a solution (since it would be ridiculous to have to turn off WiFi to have accurate GPS), I'd be interested to know if that helps your issue or not? Maybe this will help Apple to troubleshoot the problem. I'm hoping they can find a solution soon, as I am really regretting the "upgrade" to iPhone 11 at this point. I use the RunKeeper app, but have also tested with iSmoothRun and notice lots of drift in any of the map apps (including Apple maps). The data is noticeably more noisy when WiFi is on, which is causing the distance to be overestimated in my running apps and my pace to be awesome, but unfortunately not realistic. :P
