I forgot my passcode on my old iPad. How do I check to see when the last backup occured?

Assuming you have another device, you will find all your iCloud backups here:

Settings > [Your Name / AppleID] > iCloud > Manage Storage > Backups

If you tap on each backup, by name, you will see both the size and date/time of the last backup.
