Brand new iphone 11 bought yesterday does not have “tips” app.

How to move apps and create folders on your iPhone, iPad, or iPod touch - Apple Support
It may be in a folder, look for an app folder or open each app one at a time to see if it is hiding there.
You can download it if you do not find it but check good first cause it will not download if it is still on the phone.
