Old iphone not connecting to WiFi

I have an old iphone that is no longer active on my cellular network that I would like to use as an “iPod” or only on WiFi. Every time I try to turn the phone on, it says unable to activate because an update is required but I can’t update the phone. The only option I have is to shutdown. I’ve tried connecting it to my MacBook and it still doesn’t work
