Keep specific web site settings from being deleted

I'm trying to keep specific web site settings from being deleted when I clear my history. An example is my customized 10-day forecast at Wunderground.com. I find that if I lock the Cookies.binarycookies file (~/Library/Cookies/Cookies.binarycookies) the settings are still there after I clear history.

Is this the best way to do this? I can't find any cookies managers for Safari 13.

While holding down the option key, try going to Safari/Clear History and Keep Website Data. That clears the history, but doesn't delete cookies and other data.
