I need to restore and reinstall iOS on my iPhone 7. I've backed it up to the cloud, but when attempting to reinstall using iTunes on my PC, it says I do not have enough room on the PC for a backup. I can proceed without a backup, correct, since I have backed up to iCloud?

There have been a number of people having problems with updates, and activating devices. Frankly, I would get Apple involved now.

Then tap or click on iPhone and in the next screen tap or click on Connectivity, then tap or click on Unable to Activate iPhone.
ok I proceeded without a manual backup to my PC, but the error I'm now getting on the phone is that my "phone cannot be activated because the activation server is temporarily unavailable. Try connecting your iPhone to a Mac or to a PC with iTunes to activate it, or try again in a couple of minutes". I have the phone connected to my PC, but I also have an error on my PC which states: "The iPhone could not be activated because the activation information could not be obtained from the device" any ideas for next steps?
In theory, yes you can. You don’t need the iTunes backup as long as iTunes lets you proceed without backing up.
