Will the phone be inside the blue when located? Or could it possibly be located outside of blue circle?
The accuracy of a location can be affected by lots of things including buildings, trees, whether or not the phone has WiFi enabled, etc. In theory, the device should be inside the blue circle but, as the accuracy level can change, I would allow for some margin of error. Is this a general question or is there some specific scenario you're trying to understand?
